For the spread

Finely chop the chives. In a bowl, mix them with the cream cheese and lemon juice until a smooth spread forms.

Slice the cucumber thinly and cut the red onion into very thin rings. Drain and pat dry the capers.
Preparing the bagels

Split the bagels horizontally and lightly toast them in a toaster until golden, so they are crisp on the outside and warm inside.

Cut the smoked salmon into slightly wider slices so it layers well on the bagel and covers the surface evenly.
Serving

Spread a generous layer of herb cream cheese on the bottom halves of the bagels, add arugula, and arrange the smoked salmon slices evenly.

Add cucumber slices, red onion rings, and scatter capers if desired. Finish with a light grind of pepper to taste.

Place the top half on each bagel, press gently, and serve immediately so the bread stays crisp.
More tips:
For a milder onion flavor, soak the onion in cold water with a splash of lemon juice for 5 minutes, then drain and dry. It will lose its sharpness and stay crisper.
Smoked salmon slices best when chilled straight from the fridge. The slices hold their shape and do not fall apart when layering the bagels.
